BOTH Thomas Tse and Charles Tse are Hong Kong notaries public. They are partners of Yip, Tse & Tang, a Hong Kong solicitors firm. Both are appointed by the Chief Judge of the High Court as Notary Public, being qualified to notarize international documents used in foreign countries. Examples of notarial works:

A Notary Public is an Internationally recognised legal officer

A Hong Kong Notary Public has to obtain: 

  • special qualification through public examination and
  • recognition by the Chief Judge of the High Court.

International and Trusted Character of a Notary Public 

  • Notaries are granted the capacity and power to act in international transactions, foreign or oversea instruments
  • Their qualification is internationally recognised. 
  • A notarial act has special evidential status and weight abroad.

  • Notaries create records and preserve evidence of activities, agreements, transactions, and events.

What Transactions require Notarial Services?

  • Routine legal transactions within Hong Kong SAR will not usually involve Notarial Services.
  • You usually only require a Notary in connection with legal services abroad arranged or to be transacted from Hong Kong.
  • One may need a Notary to assist in the formalities concerning:
    • the acquisition, management, or disposal of property abroad 
    • set up a branch office in another country
    • marriage in a different jurisdiction
    • the estate of a deceased family member with foreign assets
    • litigation in another country.

  2. For notarial works not requiring a notary's personal appearance, you may leave documents at our other offices (Mongkok, Kwun Tong, Tsuen Wan, Shatin, Sheung Shui, Yuen Long and Cheung Sha Wan Plaza). Notarised documents will be returned to you within 48 hours.

Minimum Fee Guide by the Notaries Society

Notes

(a) The above fees represent a guide only, bearing in mind the years of practice required before a Solicitor may apply to become a Notary Public and the requirement to pass independent examinations.
(b) the fee guide is based on an hourly charging rate of HK$4,000 and any other work not covered above should be charged by reference to this minimum rate. Disbursements or other out-of-pocket expenses will be charged separately.
(c) It is not possible to lay down a precise scale of fees because each notarial act will differ depending upon the circumstances, whether any particular expertise is required or involves substantial complexity or value.
(d) The requirement of legalisation or the affixing of an Apostille involves work undertaken by outside parties which are not within the control of the Notary Public in view of timing or any requirements of such parties.
(e) Apart from the notarial work undertaken, Notaries Public have a statutory responsibility to prepare and maintain a Register of all notarial acts as well as complying with other regulatory work, which is covered by the fees charged.
(f) The recommended minimum fee guide will be revised from time to time and published by the Society.
